The ground around Houston was already waterlogged before Harvey even showed up. That’s the detail that keeps getting lost in every retelling of the storm. We talk about Harvey in terms of rainfall records and rescue boats and the sheer biblical scale of the flooding — and all of that is real and deserved. But there’s a quieter, more technical catastrophe that set the stage for everything else, and it starts with dirt. NASA’s SMAP satellite — that’s Soil Moisture Active Passive, a spacecraft literally designed to take the pulse of the earth’s skin — was watching Texas in the days before Harvey made landfall. What it saw was soil moisture levels already running between 20 and 40 percent across the surface near Houston. For context: that’s not just “a little damp.” That’s ground that has essentially stopped accepting water. Saturated soil can’t absorb much more. Rain that might otherwise soak in and disappear quietly into the earth instead has nowhere to go — so it runs. It pools. It rises. And then Harvey arrived and dropped an almost incomprehensible amount of rain on top of it. After landfall, the SMAP images showed the southwest portion of Houston turning exceptionally saturated — the data changing color on the map in a way that probably made scientists’ stomachs drop. This was no longer a monitoring exercise. This was documentation of a disaster in real time, from orbit. There’s something worth sitting with here. The flooding that displaced thousands of people, that filled highways and living rooms and hospitals — it wasn’t caused by Harvey alone. The storm hit ground that was already at its limit. The catastrophe was a collaboration between the hurricane and the weeks and conditions that came before it. Soil moisture sounds like the most boring variable imaginable until it’s the variable that tips a bad storm into a historic one. SMAP was designed to study things like agricultural drought and global water cycles. It wasn’t built for disaster response. But science has a way of becoming urgently relevant the moment reality demands it. When we ask why Harvey flooded Houston so catastrophically, we usually look up — at the storm, the atmosphere, the rainfall totals. Maybe we should also look down.
